Payroll: HR/CMS
Newly-hired full-time and benefited part-time state employees
must meet with a member of the Human
Resources staff for orientation to review policies, procedures, conditions of
employment, deductions and the like and to obtain and complete the
related forms.
Pay Dates
Employees are paid bi-weekly. The following printable calendar

Direct Deposit
Direct Deposit saves the Commonwealth money and allows
you safe access to your funds. The Office of the State Comptroller
requests that all employees have their pay deposited directly into
their bank account(s).
To enroll in direct deposit, please complete a Payroll
Authorization For Direct Deposit (PDF)
and a Direct
Deposit Disclaimer (PDF).
Both forms are also available in the Payroll Office. It is
imperative that you provide the Transit Routing (or ABA) number
of the financial institution, your account number, and whether or
not the account is a savings or check account for EACH account.
You may have your pay deposited into as many as ten different accounts.
However, you must indicate on the authorization form the priority
of each account in the event there is not enough money in a specific
pay period to cover all your deposits.
Direct Deposit is only available to employees
paid through the state's HR/CMS payroll system.
Time and Attendance
Designated Supervisors are responsible for submitting a time sheet
for their department to the Payroll Office. For details refer
to Time and Attendance.
Holidays
There are thirteen legal holidays for state employees.
Faculty members are entitled to those state holidays which fall
within the academic year with the exception of Evacuation Day (March
17).

*Suffolk County holidays -- All state
offices in Suffolk County are closed on these two days, and thus
Fitchburg State College employees are entitled to these days off
also. Classified employees and Administrators must take one
day off within 120 calendar days of each holiday.
If an employee is absent without pay for a
fraction of a day immediately before or after a holiday, s/he is
not entitled to receive pay for that holiday.
Leaves and Accruals
SICK, PERSONAL & VACATION
Benefited, state employees accrue and are entitled
to Sick Leave, Personal Leave and Vacation Leave [faculty members
are NOT entitled to Vacation Leave] according to the rules set forth
in the collective bargaining agreements.
Employees do not accrue sick and vacation leave for
any hour(s) of unpaid leave.
Available accrual balances are displayed on each pay
advise.
OTHER LEAVES
Benefited, state employees are entitled to the following
paid leave when necessary:
- Bereavement Leave
- Civic Duty Leave (e.g. Jury Duty)
- Family Medical Leave
- Industrial Accident Leave
- Maternity Leave
- Military Leave

appropriate collective bargaining agreement.
Unions
Benefited, state employees at Fitchburg State College
are represented by three unions. Dues or agency service fee
are deducted biweekly. A number of administrators and a few
classified employees are excluded from union membership due to the
nature of their positions. For information regarding dues
and/or benefits of membership, contact the appropriate union officer
on campus.
- Faculty and Librarians are represented by the Massachusetts
Teachers' Association/NEA, MSCA
Chapter.
- Administrators are represented by the Association of
Professional Administrators, MTA/NEA
(APA).
- Classified Employees are represented by the American
Federation of State, County, and Municipal Employees, AFL-CIO
State Council #93, Local
1067 (AFSCME). Members are divided into Unit
I and Unit II employees. Clerical and Technical personnel
belong to Unit I; Maintenance and Security personnel belong to
Unit II.
Payroll Taxes
If you wish to change your federal and/or state income
tax withholdings, you must complete a new Form W-4 Employee's Withholding
Allowance Certificate and/or Form M-4 Massachusetts Employee's Withholding
Exemption Certificate. These forms are available in the Payroll
Office or you may download
them from our Forms section.
IRS regulations require employers to remind employees
to review their W-4 status annually and to file a new W-4 if necessary.

Benefits and Other Payroll Deductions
Benefits such as health insurance, life insurance,
deferred compensation, tax sheltered annuities, etc. are handled
through the Human
Resources Office.
Personal Information Changes
Changes to your personal information, (such as name
change, address change, etc.) must be reported to the Payroll Office
and/or Human Resources as soon as possible.
