National Clearinghouse for English Language Acquisition and
Language Instruction Educational Programs
OELA's National Clearinghouse for English Language Acquisition & Language Instruction Educational Programs (NCELA) collects, analyzes, synthesizes and disseminates information about language instruction educational programs for English language learners and related programs. It is funded by the U.S. Department of Education's Office of English Language Acquisition, Language Enhancement & Academic Achievement for Limited English Proficient Students (OELA) under Title III of the No Child Left Behind (NCLB) Act of 2001.
The Council for Exceptional Children (CEC) is the largest international professional organization dedicated to improving educational outcomes for individuals with exceptionalities, students with disabilities, and/or the gifted. CEC advocates for appropriate governmental policies, sets professional standards, provides continual professional development, advocates for newly and historically under served individuals with exceptionalities, and helps professionals obtain conditions and resources necessary for effective professional practice.
The Federation is a center for parents and parent organizations to work together on behalf of children with special needs and their families. We can help! Organized in 1975 as a coalition of parent groups representing children with a variety of disabilities, the Federation operates a Parent Center in Massachusetts which offers a variety of services to parents, parent groups, and others who are concerned with children with special needs.

The training will focus on evidence collection using evidence worksheets, inter-rater reliability, revised performance level descriptors for each grade cluster in Reading, Math, and Science, revised format for the WAA Rating Scale and reporting the results.

This web cast has been designed to provide information on accommodations for students with disabilities using the updated 2006-07 WKCE-CRT Assessment Guidelines and Accommodations Matrix. Wisconsin has developed a birth to six child outcomes accountability system in compliance with requirements of federal legislation IDEA 2004 and guidance set forth by the Department of Education, Office of Special Education Programs. This system was first implemented by a small sample of 16 B-3 Programs and 17 LEAs beginning in the spring of 2006. The system has continued to develop and includes training materials and resources on the www.collaboratingpartners.com web site and a new web based reporting tool. New school districts are now participating in the 2006-2007 sample cycle and B-2 Programs may begin participating voluntarily and will be required to fully participate in July 2007. The state Department of Public Instruction and Health and Family Services have coordinated resources to provide training and technical assistance to support local schools and B-3 programs as they gather and report information to child outcomes.

The Division of Special Education is pleased to announce the availability of our first technical assistance activity on the Reauthorization of IDEA 2004. This first technical assistance activity will be conveyed via a fifty-minute video stream that individuals can watch on their personal computer. The video stream will provide consistent information across the state and be a resource that schools can use with staff. Prior to viewing the video stream, persons should have a printed copy of the PowerPoint presentation and the NASDSE side by side available. Both documents are available at the above referenced web site.
We hope this first technical assistance program helps to acquaint you with some of the more critical changes in the new IDEA. It is our understanding that the Office of Special Education Programs (OSEP) has planned a series of technical assistance activities for states during the next few months, including the OSEP Leadership Conference scheduled for March 29-31, 2005. By mid April, the Division plans to conduct an interactive polycom session to share any additional information learned during these activities and to field questions from local districts about the new law. All information about our technical assistance efforts will be disseminated via our Special Education List Serve (SELS).
